Because WTIF2024 confirmed Viscera Divine in WUW [28/30] is the maximal potential, being above The Penultimatum Au Revoir, it must break relatives too to avoid further scale conflicts.
Literals are true actions but however confined to real-life relatives, thus falling under Inaccessible Point of Stella. Besides, Forceful-Literality uses relatives (in above real-life) to break literals, but that's not enough.
